Carrollton, Georgia (April 3, 2025) – On April 2, 2025, Officer D. Krish was dispatched to Dixie Street after a concerned boyfriend reported that he had been speaking to his girlfriend when the phone line abruptly disconnected. The caller stated his girlfriend had indicated she could not talk, and someone had taken her phone. Officers were able to locate the victim’s vehicle at her place of employment with no sign of the victim.
The caller, tracking the phone’s location, confirmed it was moving on Dixie Street near the Carroll County Courthouse. The caller was able to continue to give great detail as to the suspect vehicle’s movements and Officer Krish identified a black van as the likely location of the phone. The vehicle, a 2008 Honda Odyssey, was located on Mandeville Avenue, and a traffic stop was initiated. Upon stopping the van, the officer discovered the victim inside the vehicle with the driver, Julius Bass. Both were questioned with the victim noticeably frightened and upset. She confirmed that she had been forcibly taken by Bass, her ex-boyfriend.
The victim stated that Bass was in the parking deck when she arrived at work. She attempted to leave when he jumped on top of her vehicle. She was on the phone with her boyfriend and though Bass possibly realized that because he then got off of her vehicle. She drove away and saw Bass walking back toward his vehicle. She waited and then circled back around to park and go inside. When she got out of her vehicle, she stated Bass “popped out of nowhere” grabbed her phone, pushed her to the ground and physically forced her into his vehicle under threat. She also disclosed that Bass had a firearm.
A search of the vehicle yielded a handgun and an amount of marijuana

Julius Anthony Victor Bass, 36, of McDonough, was arrested and charged with:
• Kidnapping with Bodily Injury (OCGA 16-5-40)
• Possession of Firearm During Certain Crimes (OCGA 16-11-106)
• Stalking (OCGA 16-5-90)
• Possession of Marijuana (OCGA 16-13-30)
• Robbery by Sudden Snatching (OCGA 16-8-40)
• Driving with Suspended Tag (OCGA 40-6-15)
Bass was transported to the Carroll County Jail.
