On June 5, 2025, at approximately 07:58 hours, Officer Scott McKinnon conducted a traffic stop for illegal window tint on a Ram truck. The Ram continued to travel slowly for a distance before stopping in the middle of the fast lane on Highway 61 near Interstate 20. Upon arrival of an additional unit, officers attempted to safely make contact with the driver, later identified as Kevin Lynch. While approaching the truck, officers observed Lynch holding a firearm in his right hand with it pointed at the driver’s window waiting for the officer to make contact with him. Officers backed away from the Ram, gave commands, and the Ram began to flee. A pursuit ensued starting from the stop location on Highway 61, ending near Old Airport Road in Carrollton. During the pursuit, Lynch struck two innocent vehicles, as well as debris striking a third vehicle. While fleeing, the occupants were observed throwing items out of the Ram. In order to stop this dangerous pursuit, A PIT maneuver was conducted on the Ram.
With assistance from Carroll County Sheriff’s Office, Georgia State Patrol, and Carrollton Police Department, both occupants were taken into custody. No injuries to the suspects, officers, or bystanders have been reported at this time.
The driver, Kevin Lynch from Atlanta, was charged with two counts of aggravated assault on a law enforcement officer, possession of firearm by convicted felon, possession of a firearm during certain crimes, felony fleeing and eluding, several counts of hit and run, and a surplus of other traffic offenses.
The passenger, identified as Julia Brown from Atlanta, was charged with tampering with evidence, criminal trespass, obstruction and littering.
This is still an active investigation.
